Special Study for
the Air Force Security Forces Center

Colonel G. F. Matecko (AFRes) of HQ USAF/SFX (with duty at the new Security Forces Center at Lackland) requested assistance in a special study of Law Enforcement (LE) Patrolman functions in terms of actual time spent on various functions. Some LE units are extremely undermanned and are on 12 hrs on - 12 off or other unusual shift operations. Col Matecko hypothesizes that by studying the difference in tasks performed between units with "normal" shift operations and those with stressful schedules, we should be able to identify tasks which could be eliminated from LE Patrol responsibility and moved to other specialties, thus making better use of scarce, highly-trained LE Patrolman resources (currently under reenlistment bonus status). About 500 patrolmen at 15 bases are being surveyed using a special LE Patrolman task list to collect actual time spent; this will result in total annual hours expended for each patrolman and contrasts will be made by type of unit/work schedule.

From an R&D perspective, we are operationally assessing two different procedures for estimating actual time, one with incumbents seeing a cumulating total of their work time, and alternatively without such a running cum. Thus, with this special study both operational and research objectives will be met. The AF Security Forces Center is handling sampling, pilot testing, and field administration; the AF Occupational Measurement Squadron will provide survey control number and reproduce survey diskettes; and AFRL will generate the automated survey, enter returned surveys, and analyze the data. Time schedule is for pilot testing at Kelly and Laughlin AFBs on 6 - 14 May, with full field administration in late May and June. Data analysis will begin in early July with results briefed to AFSF in September.
