Issue: Is the current Common Total Task List valid?

Project Mission: To Validate and realign an Enlisted Common Soldier Task list. To facilitate the development of a Life-Cycle Training Model to support future leader development

Methodology: Army Research Institute contract analysts will prepare and distribute a digitized survey to approximately 20,000 soldiers and supervisors to identify the common tasks that soldiers currently perform. Results of the survey will be used to update the Common Total Task List which will be used to revise the Critical Task List for all enlisted soldiers. This will become the basis for tasks taught in NCOES.

Status: On schedule. Disks were mailed out April 10 - 11, to units worldwide in all three components of the Total Army.   Return rate (as of July 14th) is about 32% with additional packages from units all over the world arriving sporadically.  Useable individual cases now stand at about 25% (59% active duty, 10% reserve, 5% national guard).

Based on preliminary analysis of these cases (in a meeting at IJOA on 13 - 16 July), skill-level training emphasis surveys are being developed, to get field input on the priority of each task for training at each skill level.

Training Emphasis recommendation surveys were sent to the same units in August with a letter from the TRADOC Command Sergeant Major requesting quick turnaround of this project.  Survey results analysis due to USASMA NLT 31 Dec 98.

Data and preliminary products briefed at the USASMA conference in December 1998; data base was produced in Access and additional products were run (real time) to meet the needs of the committee.  Database provided to USASMA where they were used to prepare for a Task Selection Board (TSB) meeting in January 1999.  That meeting reviewed the data, and examined tasks individually; about 20 new tasks were identified to be included in the Common Soldiers Task List, and several tasks were moved to another skill level.  Recommendations of the TSB were reviewed by HQ TRADOC and approved in April 1999.  A final report was drafted and delivered, along with a briefing summarizing the results of this study, at HQ ARI in Arlington, VA in April 1999.
