  Present                     Independent Job Analysis, Director.  Providing consulting services in job analysis, Occupational Analysis, Competency Mapping, Training Requirements Analysis, Organizational Development and Change Management services on a part-time, contract basis. 

May 2001 –

  Present                     Metrica Inc., Deputy Facility Security Officer/Research Scientist/Project Manager.  Current assignment: Instructor for Defense Blood Standard System, a Navy contract to develop course materials and deliver training to US Navy blood bank personnel in system administration and use of software application to document and manage blood product collection, test documentation, shipping and storage, and disposition at Department of Defense medical facilities.  Also managed Metrica’s inventory of staff posessing DoD security clearances.  Responsible for initiating new clearances; documenting applications through the DoD Joint Personnel Accreditation System; conducting idoctrinations, annual security review training, and debriefings; and conducting self-inspections of Metrica’s security program.

                                    Recent assignments: Constructed internet survey for Front-End Analysis of US Marine Corps Communications Occupational Field Training program.  Constructed internet training effectiveness survey for FBI’s Contract Officer’s Technical Representative course.  Led Air Force Research Lab Human Effectiveness Directorate’s cognitive task analysis project mapping Mission Essential Competencies for Air Force Influence Operations personnel in support of AFRL research to improve Distributed Mission Operations and Training for warfighters.  Resulting competency model facilitates job design and training priorities for a unique Air Force information operations unit.  Collected Job and Training History data and subject-matter expert ratings on training priorities for Training Impact DEcision System (TIDES) simulation of the Air Force Intelligence Officers and eight enlisted Intelligence specialties.  Resulting tool allows cost/benefit testing of alternative training and assignment policies and practices for over 12,000 Air Force intelligence personnel.  Coordinated internet data collection for Navy and Coast Guard surveys supporting aviator selection and other technical training development.  Analyzed survey data for Army Research Institute supporting training reviews for five military occupations.

 

March 1998 -

  May 2001                 Institute for Job and Occupational Analysis, Vice Director and ODARS Program Manager.  Directed IJOA’s team of eight analysts and three subcontract companies (HumRRO, Metrica, and Akmann Associates) in supporting Army Research Institute for the Behavioral and Social Sciences’ Occupational Data Analysis, Requirements, and Structures (ODARS) program).  Wrote 35 task order proposals, planned and integrated project schedules, deconflicted analysts’ priorities, reviewed analysts’ job performance, and evaluated and approved briefings and reports prior to delivery to ARI officials.  Supervisory duties included direct supervision of two full time on-site staff members in Alexandria VA monthly.  Personally conducted job analysis surveys in support of training at nine U.S. Army facilities.

January 1998 –

  April 2001                Holland and Davis Inc., Management Consultant. Provided consulting services to commercial clients involved in higher education, automotive distribution, energy distribution, and insurance industries.  Services included: (1) designing a program and project management system to integrate internal and outsourced projects with corporate strategic and financial mission, goals and objectives; (2) defining competencies required for senior leadership selection, development, performance evaluation and compensation in the context of enterprise-wide business process reengineering; and (3) data analysis and group facilitation to support organizational development and conflict resolution in an academic environment.

April 1980 –

  December 1997       Air Force Officer (Behavioral Scientist).  Retired at the rank of Major, having served in seven assignments as a commissioned officer (17 ½ years).

March 1997 –

 December 1997        Air Force Center for Quality and Management Innovation (AFCQMI), Organizational Development Project Manager.  Managed efforts of five member team of organizational development specialists in conducting the initial Chief of Staff of the Air Force (CSAF)-sponsored organizational climate survey of 300,000 AF personnel worldwide; coordinated  development of an Airman's Metrics Handbook; and developed a streamlined strategic planning model for use by AFCQMI’s consultants deploying Quality Air Force initiatives in organizations throughout the AF. 

July 1995 –

  March 1997             Air Force Quality Institute, Maxwell AFB, AL.  Deputy Director for Research.  Supervised one GS-12 civilian and one junior Behavioral Science officer (1st Lieutenant).  Managed program evaluating organizational communication tools, examining factors inhibiting implementation of quality approaches, and examining benefits/risks and other characteristics of personnel recognition and reward programs.

                                    Project Manager, 1996 Quality Air Force Symposium.  Led team of 75 AFQI staff members in a 14-month long planning effort for 3-day, $775,000 conference for 2,000 attendees (included 25 general officers) from across Air Force. Selected theme; planned program; selected and contacted keynote speakers; conducted selection process for papers; coordinated publication of Proceedings; coordinated 2-day trade show with 105 attendee companies; coordinated with City of Montgomery (AL) officials and Convention Bureau on use of Civic Center, trave and lodging arrangements; coordinated with USDA Graduate School Conference Management office on registration, food service, A/V, and printing contracts; and coordinated with Maxwell AFB Command, Protocol, Communications, Transportation, Lodging, and Security Police for distinguished visitor support and other issues.

                                    Process Manager, Secretary of the Air Force Unit Quality Award Evaluation Team.  Coordinated travel, facilities, and equipment requirements for 10 person examiner team.  Collected and organized inputs and compiled a comprehensive management evaluation report on quality management efforts of the 57th Fighter Wing, Cannon AFB NM.  The Secretary of the Air Force Unit Quality Award competition is modeled after the Malcolm Baldridge National Quality Award.

                                    Benchmarking Distance Learning Instructor.  Provided televised instruction on the AF Benchmarking Process to 700 mid-level and senior leaders at 22 sites simultaineously across the US in 4 days of a one-way video, two-way audio Distance Learning course.

 

July 1992 –

   June 1995                Air Force Occupational Measurement Squadron, Randolph AFB, TX, Chief, AF Airman Analysis Program.  Directed 18 occupational analysts (12 company-grade officers and six senior civilians), in projects analyzing 52 Air Force occupations annually.  Provided empirically derived information to support critical decisions affecting personnel classification, utilization, and training of over 300,000 Air Force enlisted members.  Provided program oversight, project management direction, performance evaluation, and developmental training for behavioral science officers and GS-12 civilians.  Served as AFOMS contract technical representative on projects researching decision support systems to aid decisionmakers responsible for planning and implementation for personnel and training programs supporting new weapon systems and for adjusting to evolving personnel selection, employment and training needs of the Air Force.

                                    Chief, Training Development Section. Provided leadership and project management expertise to a team of six NCOs in redesigning task analysis process as a follow-on to occupational survey work supporting training development projects at three Air Force Technical Training Centers.  Developed project planning and management standards, clarified job performance expectations, and implemented stakeholders agreements on project scheduling, coordination, and delivery procedures.

 

July 1989 –

   June 1992                University of Memphis Air Force Reserve Officer Training Corps.  Assistant Professor of Aerospace Studies and Commandant of Cadets.  Instructed undergraduate juniors and seniors in history and development of air power; management and leadership; military law; civil-military relations; communications skills; doctrine, missions, and functions of the AF and sister services; and the nature of the international environment and strategic relationships in the defense of the US.  Provided oversight to Cadet Corps in strategic and operational planning, execution and evaluation of operational plans, corps leadership selection, and administration of corps discipline.  Served as Training Officer at 1990 AFROTC Field Training Encampment at McConnell AFB, KS.

 

September 1985 –

   March 1989            USAF Occupational Measurement Center, Randolph AFB TX, Chief, Plans and Programs Section. Program Manager for 75 member Air Force Occupational Survey Division.  Directed a five-person word processing team, a one-person reference library, a four-person survey administration team, and a two-person scheduling/planning cell).  Administered annual budgets of $150,000 for printing and $110,000 for  travel.  Staffed requests for surveys, chaired Priorities Working Group, scheduled starts and internal milestones for 60 to 70 ongoing survey projects, tracked workload status and deconflicted priorities among Questionaire Development, Airman Analysis, and Management Applications/Special Studies Sections of the Division. 

June 1983 –

   August 1985          Canadian Forces National Defense Headquarters, Directorate of Military Occupational Structures Occupational Analysis Project Leader.  Joint-status tour with USAF-CF Officer Exchange Program filling a Canadian billet.  Led Canadian Forces occupational analysis teams including nine uniformed and two civil service personnel on two OA projects.  Planned project schedules, developed and administered surveys, analyzed data using USAF-developed software; and prepared and delivered briefs and written reports of findings and recommendations.  Shared USAF occupational analysis techniques with the Canadian Forces.  Managed projects to identify job family classification, employment, and training issues for the Canadian Forces Civil Engineering job family and their emerging Automated Data Processing job families. 

April 1980 –

  March 1983             USAF Occupational Measurement Center, Randolph AFB TX, Occupational Analyst.  Managed eight occupational analysis projects affecting over 75,000 personnel in 15 personnel classifications.  Analyzed survey data, wrote narrative reports, prepared an delivered briefings for managers of training, assignments, and classification policies.  Briefed attendees of Utilization and Training Workshops and worked with subject matter experts on changes in personnel policies, employment utilization practices, and training requirements.  Maintained project folders and archived project data for future surveys.

February 1977 –

   August 1979          Watauga Area Mental Health Center, Johnson City TN.  Coordinator, Educational Youth Center (EYC) and Outpatient Psychotherapist.  Coordinated operations of five staff member, 16-client day-treatment center and behaviorally-oriented educational alternative for emotionally challenged youth.  Wrote EYC Procedure Guide.  Provided outpatient group, individual, and family therapy and conducted psychological testing for the Center’s Children and Youth Division.  Consulted with school psychologists and teachers of the Johnson City (TN) public schools on classroom management.  Consulted with Johnson City (TN) Juvenile Court in family conflict management.  Presented a workshop for University of Tennessee and Tennessee Department of Human Services for public school teachers on managing classroom environments.

September 1973 –

 May 1974                  American Red Cross, Roanoke VA.  Blood Products Clerk.  Delivered blood products for the Appalachian Blood Services Region.  Worked holidays and weekends delivering specified blood products to Roanoke VA hospitals.  On-call 64+ hours per week from Friday nights through Monday mornings (plus holidays) for emergency delivery of specified blood products to emergency services personnel (e.g., VA State Police) to cover 43-county catchment area.  Responsible for filling orders, packaging, transporting, and maintaining blood bank inventory and delivery records on shipments to local hospitals and to emergency personnel during each duty shift.  I left this job after completing my Associate Degree at Virginia Western Community College and moved to Johnson City TN to attend East Tennessee State University.

August 1968 –

 April 1972                 Air Force Enlisted Service at the 6917th Security Group, San Vito Air Station Italy and the 6981st Security Group, Elemendorf AFB AK.  Radio Communications Analyst, AFSC R20250.  Performed communications research tasks (SIGINT) in both shift- and day-shop environments.  Honorable discharge in the rank of Staff Sergeant after 44 months service.
