EXPERIENCE SUMMARY:

Lead Programmer (ISTI): Mr. Tucker provides consultant services including system design, analysis and programming support on a part-time, on call basis, in support of modeling and simulations systems development. In this capacity, Mr. Tucker has been involved in such projects as modeling communication stations for FAA projects, developing distance learning and CAI tools, and developing EMF specific absorption rate modeling systems based on Finite Difference Time Domain procedures, implemented on a massively parallel Beowulf system.

Programming Development Manager (MEI): Mr. Tucker provided system design, analysis and programming support, supervision and scheduling of workload for 2 other programmers, and production scheduling for numerous concurrent development projects. The products developed were modules of a credit card and pulse transaction system, called Electronic Payment System (EPS), which is used by medium and large chains of grocery stores. Mr. Tucker developed Gantt charts for work scheduling, produced detailed system specifications, performed product analysis of competing product lines, and performed programming of low level libraries and system modules.

Chief Information Officer (ATN): Mr. Tucker served as a corporate officer of A Terra Nova Design Technologies, with responsibilities including developing procedures and policies documents, participating in corporate executive decision making, hiring, supervising, and firing of employees, project management, developing bids and proposals for contract acquisition, meeting with clients for project status and marketing purposes, providing technical capabilities summaries, and a wide range of responsibilities related to daily corporate operations. Mr. Tucker was assigned to a project at Brooks Air Force Base performing system development using Java, JSPs, and JDBC connections to an Informix database, to implement the Biometric Data Quality Assurance System (BDQAS).

Corporate Partner/Programmer Analyst (CBT): Mr. Tucker provided system design, analysis and programming support on a contract basis to numerous clients and partners of Cajun Brothers Technologies. Mr. Tucker negotiated rates and support contracts with prospective clients. Mr. Tucker actively participated in all areas of corporate management including scheduling, status tracking, communicating with clients, records keeping, interviewing prospective employees, etc.

Senior Programmer Analyst/Task Leader (Metrica Inc): Mr. Tucker provided system design, analysis, and programming support, job and production scheduling, technical assistance and project leadership on a task with an end product of a system of programs which will be used to test and evaluate future Air Force pilot candidates. In this capacity, Mr. Tucker supervised a crew of four programmers for whom he coordinated and prioritized the development of individual tests, designed and specified statistical measures for determining the functional reliability of the tests, and performed data auditing functions to insure correct data processing steps and procedures. Mr. Tucker also coordinated the efforts of two consultant Psychometricians who performed advanced statistical analysis to determine test validity, internal consistency, and other statistical measures of test performance. Before being promoted to this position, Mr Tucker worked on numerous projects, performing such responsibilities as network administration for 45 workstations running PC Powerlan, performing Database Administrator functions on four PCs running Oracle, and developing software in support of many different projects in Pascal, C/C++, SQL, and other languages.

Senior Programmer Analyst (IJOA): Mr. Tucker provided system design, analysis, and programming support, technical assistance, and end user training on a task with an end product of a system of programs called AUTHOR, which allows users to design and implement computer surveys. Mr. Tucker coordinated his activities with programmers both internal and external to the IJOA organization, whose products are included in the AUTHOR system. This system is centered around a WINDOWS program designed by Mr. Tucker and implemented using an object oriented windows development platform (DELPHI).

 

Military Programmer/Analyst (USAF): Mr. Tucker held several positions during his tenure in the military. The positions and a brief description of each are:

Senior Computer Programmer/Analyst: Performed programming and analysis to support research scientists conducting behavioral research for the US Air Force and the Department of Defense. Provided technical assistance and training to other programmers. Provided auditing and quality assurance for unusual or hard-to-grasp studies. Routinely assigned short-suspense studies which required development of innovative quality assurance procedures; functioned as designer, programmer, and auditor for these studies; provided primary programming support concurrently for 12 to 15 projects. Trained several non-technical personnel in the use of various software packages, including Harvard Graphics and PROCOMM.

Data Processing Auditor/Programmer: Reviewed computer products generated by journeymen programmers for technical accuracy, fulfillment of research scientist requests, and conformance to laboratory standards. Provided technical advice and assistance in creating products and meeting deadlines. Designed an automated documentation system which produces a single summary report containing all information needed to meet the division's product standards. Audited and assisted in the programming of 20 to 25 ongoing studies at any given time.

Computer Programmer/Analyst: Performed programming and analysis support to research scientists conducting behavioral research for the United States Air Force and the Department of Defense. Programmed the Initial Operational Testing and Evaluation for the Armed Services Vocational Aptitude Battery (ASVAB) Forms 15, 16, and 17, and assisted with the programming of the Operational Calibration of ASVAB Forms 18 and 19. Provided extensive computer programming training to programmers in several divisions throughout the organization.

Computer Programmer/Advanced Mathematics Tutor (LBCC): Mr. Tucker performed data entry for instructors and developed databases for the Water/Wastewater division, which included converting mailing address files from an IBM 370 mainframe to an IBM AT personal computer, and training secretaries in the usage and maintenance of the databases. The project included data clean-up and the creation of several generic data rostering formats for the use of non-technical personnel. Mr Tucker tutored students in mathematics ranging from Algebra to second year Calculus for the LBCC Tutoring Office.
