JOE H. WARD, JR.

Senior Scientist Consultant
 Member, IJOA Board of Directors

EDUCATION:

Ph.D., Educational Psychology and Mathematics, University of Texas, 1953.

M.A., Educational Psychology and Mathematics, University of Texas, 1949.

B.A., Mathematics, University of Texas, 1947.

 SPECIAL CAPABILITIES:

Dr. Ward has more than 30 years experience in the application of educational psychology, statistics, psychology, and a wide variety of other areas. Several major contributions to Air Force Personnel and Training technology include a Hierarchical Clustering procedure which is a major component of US Air Force's Comprehensive Occupational Data Analysis Programs (CODAP); a Decision Index which is used for sequential classification of personnel to jobs; and a Policy Development approach for combining multiple measures of outcomes into a single value.

RECENT ACTIVITIES:

Exciting work with middle and high school students introducing them to regression as a problem solving approach (see Ward & Fountain 1995 Journal of Statistics Education report on Linear Models).

EXPERIENCE:

Consultant to the Army, Navy, Air Force, and Office of Personnel Management to help transition Air Force personnel system techniques to other agencies. He performs editorial work for technical journals such as the Journal of Experimental Education, Journal of the American Statistical Association, Journal of the Association for Educational Data systems, Journal of Educational Statistics, and Multiple Linear Regression Viewpoints, San Antonio, Texas, 1984-present.

Personnel Research Psychologist for USAF (AFHRL) who planned, developed, and applied new statistical analysis and computing techniques to Air Force problems in selection, classification, training, and assignments. A major project involved development of a computer-based Person-Job-Match system for the Air Force Recruiting Service to classify enlistees into appropriate Air Force jobs, San Antonio, Texas, 1971-1984.

Director of the Educational Technology Project for the Southwest Educational Development Lab. Activities included a project with the University of Texas Computer Assisted Instruction Laboratory to develop computer-based instructional systems, the development of computerized class scheduling programs to be used by regional computer centers in Texas to schedule high school student to classes, and the study of the application of technology transition techniques to the design and development of educational systems, Austin, Texas, 1966-1971.

Personnel Research Psychologist for USAF (AFHRL) responsible for developing statistical analysis procedures and computational techniques using IBM machines for the solution of problems concerned with manpower, personnel, training, occupational and educational research, San Antonio, Texas, 1951-1966.
